    Caroline County is a rural jurisdiction on Maryland’s Eastern Shore, serving a population of approximately 33,000 residents. We are uniquely positioned as the only county in the state without a hospital, making prehospital emergency care essential. A major highway, Route 404, runs directly through the county, contributing to a high volume of emergency calls.

     

    We operate five EMS units, staffed with a combination of ALS and BLS clinicians, 24 hours a day, 365 days a year.

     

    We are seeking a Board-Certified Emergency Medicine Physician to serve as our EMS Medical Director.  This is an exciting opportunity to help shape care delivery in a progressive system with the freedom to explore protocol development, clinical innovation, and field education.

    The Department:  The Department of Emergency Services is responsible for providing advanced Emergency Medical Services (EMS), emergency planning and coordination for County government, and emergency communications, including 911 dispatch, police communications for the Sheriff’s Office and town police departments, and fire and rescue communications for eight volunteer fire companies and the county EMS responders.

     

     

    About the Position: Responsible for the medical oversight of the local Emergency Medical Services operational program, including credentialing, medical quality assurance, education, and planning.  Collaborates with the Director of Emergency Services, volunteer fire and EMS leadership to enhance the delivery of emergency medical services within the County. Residency in the County will not be required however, it is desired that the Medical Director reside within the central Delmarva region and be readily accessible for onsite consultation and meetings. 

     

     

    Required Knowledge and Skills: 

    • Thorough knowledge of the design and operation of EMS operational programs and systems, including medical dispatch and communications.

     

    •  Thorough knowledge of emergency care of patients who are acutely ill or injured.

     

    • Thorough knowledge, or the ability to acquire such knowledge, of the regulations, protocols, laws, and statutes of the State of Maryland and the County relating to the provision and delivery of Emergency Medical Services.

     

    • Ability to relate to, and develop effective working relationships with, County officials, staff and service clinicians, volunteer fire and EMS Clinicians and leadership, State EMS agencies, local hospital emergency departments and healthcare organizations, and other local governments and agencies.

     

    • Ability to clearly articulate, both orally and in writing, policies, and protocols for a diverse audience.

     

    • Exceptional communication skills and an understanding of the need for frequent communication and feedback.

     

     

    Essential Function:

    • Must have normal vision or corrected vision with glasses or contacts
     
    • Ability to read normal (typewritten) print
     
    • Must be able to hear normally spoken words at 12 feet (may be corrected with hearing aid)
     
    • Must be able to sit for periods in excess of one hour
     
    • Frequently lift, pull, push, and carry 10 lbs., and occasionally lift, pull, push, and carry up to 25 lbs.
     
    • Must be able to bend to pick up or work on an item 
     
    • Must be able to grasp items 

     

     

    Minimum Education, Training and Experience

    • Licensed to practice medicine in the State of Maryland
     
    • Experience as an ACLS, ATLS/ITLS/PHTLS and PALS Provider
     
    • Experience with EMS Systems or Services

     

     

    Required Licenses and/or Certificates

    • Valid state-issued driver's license 
     
    • Valid, unencumbered medical license in Maryland prior to appointment 
     
    • Board certification / board eligible in Emergency Medicine by the American Board of Emergency Medicine or the American Osteopathic Board of Emergency Physicians
     
    • NIMS (National Incident Management System) Training within 6 months

     

     

    CONDITIONS OF EMPLOYMENT:

     

    Substance Abuse Test:  Must pass a pre-employment urinalysis test for designated controlled dangerous substances.

     

    Criminal Background Check:  Must pass a Criminal Background Check as defined in Chapter 1 of the Caroline County Personnel Rules and Regulations.  

     

    Essential Functions:  Must be able to execute the "Essential Functions" listed in this Class Specification at the time of hire and while employed in this class series, unless a request for accommodation under the Americans with Disabilities Act is received and granted.  

     

    Driving Record:  May have no more than four (4) points on driving record at the time of hire and while employed in this class series.  

     

    Personnel Rules and Regulations:  Must comply with the terms of the Caroline County Personnel Rules and Regulations, including the Substance Abuse Policy, while employed in this class series.
